The SharePoint 2013, 2016 and SPO Ribbon is a toolbar to controls for adding, editing, and customizing content are prominently displayed on the screen for ease of use and efficiency. Note that the ribbon's content will change depending on what you are editing within the site.
On the root site page of SharePoint page there will only one tab will be available with ribbon.

Note: In past versions of SharePoint, all data containers were a list or library. The list and library are still there, but in SharePoint 2016 they are called apps
